It is not enough to build the small house, you have to build the three wards at home and then to remodel the home front at an entrance to earn it. And apparently I have to do this three times three plots.
The three territories for each House can be purchased from the Jarl or the administrator of Morthal, in Falkreath and Dawnstar. You should have done the quests to gain their favour (e.g. in Falkreath, you should get some Mead, and then kill some bandits).
You will need a ton of items for the construction of each House. Each Earth comes with a chest with just enough elements for building small house authority. Each land also comes with a drafting table, a Carpenter's Workbench and an anvil. You can choose a design from the drawing board (at first you need to build whatever is there, but later, you can choose between three different rooms on each side of the House).
The main items that you will need will iron rods, Sawn logs, stone and clay mined. Iron rods can be converted to various items (studs, locks), in the anvil next to the bench of craftsmanship. The market in any blacksmith is the quickest way to assemble them (assuming that you have accumulated a large amount of money, anyway).
Sawn logs will be needed in just about every part of the House. These can be purchased in any wood factory, although that game I had nobody to buy from is not mentioned. I used Anga of mill near Windhelm. ANGA will 20 logs for 200 gold sell.
Libyan quarried and Libyans both have sources in dry each, the problem is finding them. Quarried stone shines slightly silver and is usually right by rock walls. Clay is ground and shining bronze.
There is a book in the Workbench every Carpenter, called "the beginner's Guide to Homesteading" that goes into more detail about the different rooms you can build. Also explains how to make a home child gay. You can also decorate the Interior of your home and add things like a stable, but this is not required for each achievement.
Overall, a fairly easy achievement if you're loaded with gold as I was. I had about 130 k at the start and finished with about 110 k (although I sold some stuff in between), so it is not too costly. Hopefully this solution will help you guys out with some of the problems that I came across.
